ICA Interim-Exec Director Sam
Olivito
Sam is formerly the Executive Director of the California Contract Cities Association for over 32 years representing 75 of the contracting cities statewide. He managed a highly skilled professional staff of legislative, communications and public relations experts. Olivito was also engaged by the Western Carwash Association for over 25 years. They represented twelve (12) Western States with a 1,000 members with over 5,000 full and self-service Car Wash operators. Olivito provides the same level of client service in the Administrative, Legislative, Communications and Public Affairs field to a variety of audiences.

Olivito provided management and administrative expertise in governmental relations, public affairs, public relations, financial planning and allocation of fiscal resources. He has comprehensive experience in analyzing legislation, fiscal appropriations, event planning, programing educational sessions for elected and appointed officials and their effects on the public and private sectors.

Olivito has effectively applied his professional expertise, political sensitivity to providing a unified voice for all local governments. Olivito through his close relationships with all levels of government developed over 50 years, keeps the focus on education among cities relative to the provision of the most efficient delivery of municipal services

Olivito has made his primary purpose and goal to serve cities and expand their collective voice with public and private entities and to enable networking for problem solving on pertinent issues affecting local governments.

Greg Spiker
Public Relations & Fundraising Consultant
Mr. Spiker has extensive experience in working with similar governmental agencies. He has served as a management consultant and General Manager to the Independent Cities Risk Management Authority (ICRMA) (31 cities) from 1990 to 2002, as a management consultant and General Manager to the Big Independent Excess Pool (BICEP) (6 large cities) from 1991 to 2015, and as a consultant to the Alameda Corridor East-Construction Authority (ACE) from February 2001 to the present.

Mr. Spiker also manages and represents the interests of various private sector clients, including currently serving as the Executive Director to the Los Angeles Parking Association, which consists of the largest private parking operators in the United States, the Retired City of Los Angeles Employees, Inc. which consists of over 7,000 retired city employees, and as the Vice President – Corporate Relations for BORDERPOL a global organization focused on the sharing of knowledge and expertise amongst the border, customs and immigration sectors.
